I think this is related to being a newly registered user, I've never used this system before - I'll look into it.

Haven't touched phpBB in quite a while, but I think it would be enough if you remove us from the "new users" group for now.
Also, while we are at groups, you may want to add people to the global moderator group instead of assigning forum moderator rights to every single person.

And another thing regarding the MediaWiki account registration (http://www.custommapmakers.org/wiki/index.php?title=Special:UserLogin&type=signup):

Rylius - feel free to dive in and change phpBB around to suit, I'm no expert and I'd rather not be the only admin in the world. Do I need to make you an admin?
