- Try running it as an admin.
- Try running it from a different folder (outside C://ProgramFiles).
- Reset all of your preferences (if you have any set up).
- Download and install Windows C++ redistributable (2005, 2008 and 2010 - afaik).
- Try running it in compatibility mode.

You are living on the edge there! Why download open source stuff from an obscure website when you can get it from the source. Official website is at: http://icculus.org/projects/gtkradiant/index.html - the latest and greatest version. If you still have problems with that, post back.
